Hi Trix and MD. I think this is the apartment of the superintendant of an apartment building. I think the contraption on the wall is for the tenants of the apartment to contact the super when repairs are needed. I have a feeling the camera is probably the owner of the building making sure there is someone there to answer the phone. Kinda creepy tho. I dont think they know they are being watched.
