Pointless cam.
The info on this cam shows it as being http://cctv3.kctmc.nat.gov.tw/axis-cgi/mjpg/video.cgi and when I google it all I come up with is hacked cams/malware cams and Taiwan traffic cams like this one-

so I have a feeling this is a traffic cam that might only be on at certain times of the day.
