These are Weigh-Scales located just off I-95 in CT. The State PD flags trucks at random into the facility to make sure they are safe and not overloaded.
If anyone is wondering you put your smart-card while still in your car into the yellow post box which reads it then the two round poles go down into the ground and you're let in or out. Cool!
