Looks like a combo relief valve and pump assy for Liquid Oxygen. It's covered with a heavy layer of H2O frost. Probably Praxis Air unit on the storage tank at some hospital where they store the LOX in bulk. Now U know where the O2 they give you in that tube under your nose in the...

I did some digging around and found that this camera is not in Shinjuku or Tokyo at all, but in Kyoto. It is 由岐神社 (Yuki Shrine). Go to http://www.yukijinjya.jp/index.html and look for the link button that says ライブカメラ (live camera)--there are a few other views there.
