The bird is not tied to the log, hense it is ill, eagles are very active

I think this one of the many aviary centers around the US, otherwise the Government will investigate and arrest, this is a very protected Bird. Likely this one was hurt, and awaiting to be let free, (after healthy, depends  on whether it can fly, other wise, it is a kept bird the rest of its like, another dependant of the Government

I think this poor bird needs to be free! He's in the same place all the time.... Who's responsible?
