all they have to do is ban people from putting their sewage in it....the river in my town used to look like this 25 years ago...soap suds from the laundromat!!!!!!!!

It might just be air bubbles due to the strong current (a bit like spindrift on the ocean.)  :)

I would love for you all to visit this river often, perhaps you can tell me why its so foamy all the time, sorry, when its low looks poluted. I think its the same river,. if it goes clear, its not, the one I've seen looks foamy all the time
