it obviously is a portable x-miter, in the microwave range, aimed at a satellite, perhaps a cable type companies effort to make connection as locally no signal, look, there are places here in Florida that dampen any signal, this, if I'm correct, is designed to overcome that issue there.  Could be a station to contact the space station, there are clubs and private efforts to stay in contact.  Im lucky to get my smart phone to work, so been out of such things a long time.
