It sorta looks like one but the lights are too bright to see for sure. This is a cam that'll need to be view during the day to see if it is one.

You might be right Bill .... granted she seems placid enough, but having a live camera pointing at herself 24/7 and posting sticky messages all over it every day, might be classed as "erratic" by some. ;)

MB, maybe no one intervenes because they see her as harmless. From what we can see she does not appear violent or displaying erratic behaviour. Of course we only see her in this setting. Also, as her prowling times seem to be more in the evenings maybe the people she runs into do...
