Bill some of these webcams have their own built in date/time so if the webcam lost electricity for a while the time/date will be off unless somebody takes the time to reset both when the electricity comes back on.

Nowhere on earth is it the 15th. But using the time datew stamp is not a good indicator as I have seen them elsewhere years out of date. The current time shown would be more in keeping with London

It's 5pm in Moscow right now. When questioning the time for one of these cams all you have to do is google the time for the city.
