I've had a look at this place on GoogleEarth and it looks nicely laid out. Trees have been planted and I'm sure it will look even better when the trees and plants have matured.

I just looked at this as a car came towards the cam. The outside edge of the pic went bright orange and an orange frame outlined the vehicle. The yellow circle in the right corner flashed orange several times. I think maybe it took a picture of the vehicle.

The stop sign is to make sure vehicles stop at the barriers. Looks like security to me, the kiosk on the left is a gatehouse. Presumably incoming traffic (I think maybe lorries) show their documents. If it was a border there would surely be a control on both sides of the road.
