these designs are to prevent weather from disturbing them, perhaps more than that, very secure design worth looking into, if metal or hard concrete, it would turn a large round from a tank if not special ordinance

From examining this structure and the surroundings, dont go near it, it has concertina wire on the front fence, and a building that has security lights that flash red on the inner building in sequence. There was a small person or child in the rear area for a moment running hard....
