I have watched the "thing" in the cylinder for a while, not sure but it appears to act in a cyclic motion, meaning its mechanical, sooo that device is likely a rotational meter to see the earth turn , makes sense, as it would validate certain experiments on the wave machines

I know I made a prediction about your weather warming up, however, from the info I received, the North East Coast Of the US has been warmer than here in Florida, that is totally screwy. Sooooo my prediction might be just as screwy, sorry
