Whatever they are, they're very pretty.

I just realize that they look like luminaries. I hope that if they are, that they have battery operated candles in them instead of lit ones because I also saw quite a few people stepping over them !

People are having to step over them.  UK wouldn't allow it ...... Health and Safety ..... and insurance claims!
