Apparently this is at UC ... must be an outbuilding of some sort, under construction. :)
The metal scaffolding looks like the same ones that they used on the earthquake testing site.
I haven't seen that cam in a very long time, but back when it was up, they tested building framing. Maybe they decided to complete the building and test it for earthquake readiness.
Oh yes... I could sit and look at this all day. LOL
