I live in Wisconsin, a snowy state and in the Spring our roadside drainage ditches can fill up with 2-4' of water. Around here they normally try to make the drainage ditch wide enough so that the water doesn't go higher than that, due to icy roads and cars sliding into them, they don't want any accidental drownings.
