I actually thought this was mosaic tiles. It looks like the mosaic tile floors I've seen where whole tiles are broken into pieces and then piece together.

Actually I'm watching HGTV where they show old buildings converted into homes and one couple had tiled a portion of the outside of their house with broken tiles and it looked just like this.
