Outdoor Nebraska's website says the box is the same as a wood duck box from which they got the plans. There are instructions for building your own bir box on their site. I think your buddy Joel is right.

Hmmm.  A duck box?  These kestrels are small ... males weigh between 2.8oz to 3.7oz, females - 3.5oz to 4.2oz. When they sit in the opening .... they fill it. I tried to find the weight of ducks and they all seemed to be weighed in pounds. I've found this link to light ducks. htt...
