Carol the Arpt stands for airport and I'm very sure that this college isn't that close to the Willmar airport or atleast last time I was in Willmar I didn't see the airport near any college. If you look down on the page you posted you'll see this cam along with the Willmar Arpt ...

hi steve...i was wondering that myself...i wonder if it all has a thin layer of ice on it and rhat is where it is open water....there is absolutely no water movement at all....
