I suspect the ponies are so used to going around in a circle that they do it automatically, until they are unhitched from the carousel. I rode horses as a teenage girl and I know from experience that they get used to routine very quickly. :-)

I just took a look at the last still picture and do see kids on the horses. They must just like going around in circles even when they don't have riders.

Thanks Mira for the answer. I had given some thought to it being some kind of a horse back ride but I've seen the horses go around in circles without riders 3 different times now, which made me think it was a way to cool them down.
